WHAT IS IT?

An instrument for 2021-2024 implemented by the European Union (EU) in response to the Covid-19 crisis.

  • While being a recovery plan, it is also linked to the great goals for the next decade:
  • - Green transition
    - Digital transformation
    - Gender equality
    - Social and territorial cohesion

  • The fund has an endowment of 750.000 M €

  • Spain is one of the countries that will benefit most from this fund. It will receive 140.000 M €, approximately 50€ in grants and 50€ in loans.

  • This is an unprecedented contribution of money. These resources must be spent in the coming years and therefore imply a great boost for both the public sector as well as private companies.

  • Companies, including SMEs, should find enough funding to overcome the impact of Covid-19 in these measures, while they will also promote their streamlining.
  • HOW ARE THESE RESOURCES MANAGED?

  • The majority of the resources come from the Recovery and Resilience Mechanism.
  • The European Union decided that these loans and grants were to be managed by the States.
  • Each State has to establish a National Plan so as to apply the funds assigned to them. The Spanish Plan has requested the EU the funds by transfer (72.700 M €) for 2021-2023, leaving the loans for later.
  • This implies an liquidity injection without precedents.
  • In the Spanish case, the Recovery, Transformation and Resilience Plan, , has been approved by Brussels after a negotiation with the institutions of the European Union, and is ready for implementation.
  • In order to spend these resources, a wide range of mechanisms have been foreseen, all of them of interest:
  • - Great strategic projects
    - The Strategic Projects for the Economic Recuperation and Transformation.
    - The calls for proposals “First arrived, first served”.
    - Competitive announcements.
    - A substantial increase on the resources that the States provides the companies, through entities such as CDTI, SEPI, ENISA, …

  • The distribution of the roles between the State and the Autonomous Communities has yet to be defined.

  • The magnitude of the resources makes it mandatory for all the administrations to take part and stablish a public-private collaborative relationship.

  • During these months, interest manifestations have taken place, welcoming the actors to submit proposals within many different scopes. On the other hand, a great number of entities, including companies, have submitted informal project proposals to the administration. This has generated some confusion, resulting in some early proposals being approved.

  • It is advisable to move forward in giving shape to the projects that are to be submitted, because the applications will be processed by urgent procedure.
  • WHAT IS THE FOCUS OF THE PLAN?

  • The Plan includes the reforms and investments foreseen for the next three years. It is structured around 10 leverage policies that shape major issues and range from the fight against depopulation, to the fiscal modernization and streamlining of business collaboration, the strengthening of the National Health System, sustainable mobility, education and culture, amongst others.
  • Each of these policies is divided in a total of 30 more limited “components” (or lines of actions) which in turn take the form of a list of reforms and investments.
  • Many of these investments are implemented through different application calls that will allow entities to submit and execute their projects. In regards to companies, for example, it will imply an opportunity to promote internal digitalization, to carry out projects focused on energy efficiency, to develop innovative products and services or to grow and internationalize.
  • The Plan revolves around 4 core structural focuses that must guide the recovery and transformation of the country: the energetic and digital transition, the reduction of the gender gap, and social and territorial cohesion.
